Since enrolling for the Oxford University, Faculty of Law Doctorial programme in 2000 my research interests have been firmly placed in the enforcement of competition law and its intersection with sector specific regulation in emerging media markets. My 2005 DPhil thesis entitled Community Competition Law of Multimedia places strong emphasis on market effects of competition law enforcement decisions and public policy formation. Expanded over a number of years with experiences with sector specific regulation in the media and telecoms field, my current work extends over the influence exercised by widely defined public policy instruments on business strategy formation in Multimedia. I usually assess possible legal consequences of existing and planned market practices in light of competition law proceedings on behalf of Polish media companies (a leading newspaper, the largest Polish private TV operator, the incumbent transmission infrastructure owner). I have also been commissioned by the Polish Competition Authority to prepare the draft of the Polish Law on Vertical Restraints promulgated by the Polish Parliament at the end of 2007 as well as contributed to the leading commentary on the Polish Competition Act 2007.

After completing a doctoral degree at the University of Oxford, Faculty of Law (DPhil entitled: Community Competition Law of Multimedia) I have engaged in

  • freelance lecturing – in EU Audiovisual Policy; EU Audiovisual Market Integration and Regulation; Competition Law for Business Students; Competition Law and Sector Specific Regulation in the Media/Telecoms field
  • research and consulting - application of EU and Polish competition law in the multimedia sector; focus on vertical restraints, copyright licensing & convergence, innovation & emerging markets;
